Four years strategy

Through the realization of the YOUSEE! platform Work Programme we will ensure 3 pillars:


Pillar 1CSOs produced regional policy intelligence and policy recommendations due to fostering employment policies reforms which effectively represent interest of young people in an attempt to overcome marginalization risks.

As an important matter is to run synchronized regional initiative of CSOs from WB and Turkey which will effectively answered challenges in employment area, through creation of the common regional approach which is in line with EU policies and which is human-centre designed. Creation of the policy-intelligence related to youth at risk of marginalization according to socio-economic background and place of living will influence data knowledge-management in purpose of quality policy recommendations. Following this approach civil society of WB and Turkey will strengthen cooperation and quality political participation in this particular field. This result is in line with 4 years Work programme and corresponds to strategic pillar 1 – policy improvement and reforms in field of employment of youth at risk of marginalization. This strategic pillar has to ensure quality data knowledge management in order to plan advocacy and lobby for solutions that will lead to reduction of unemployment rate of youth at risk of marginalization. In 4 years period this pillar, will ensure realization of following sub pillar actions: 1) creation of policy intelligence - one place availability of data and baselines for this specific youth group, 2) establishment of the regional modality in specific field of policy assistance 3) measurement of the impact of the tools of employment policies and other policies which indirectly influence youth (un)employment, 4) creation of Policy recommendations and Policy Alternatives and 5) Defining preferred Policy options – relevant, efficient, effective, sustainable and coherent.

Pillar 2 – Regional platform fostering application of the social innovations for inclusion and employment of youth based on transfer of inspiring EU practice and testing of the impact of proposed policies measures.

Representativeness and political participation of civil sector should be achieved by proactive approach towards beneficiary groups as well quality policy assistance based on data knowledge management. Shortly, situation fact findings can’t be enough for policy reforms by itself and there is need to find/offer effective tools and solutions. The best way to develop high quality solutions is by using human-centred approach in social innovation Lab. There is a need to test all those solutions in reality before creation of the final recommendations. Referring to all those facts, SEEYN members and new comers, beside identifying and measuring extend of the existed problem have to propose high impact Policy alternatives and tools that could be used in reducing youth unemployment. This result is in line with 4 years Work programme and corresponds to strategic pillar 2 – social innovations for quality policy respond in field of employment of youth at risk of marginalization. This strategic pillar has to ensure quality data knowledge management and practice in order to offer the most effective solutions that will lead to reduction of unemployment rate of youth at risk of marginalization. In 4 years period this pillar, will ensure realization of following sub pillar actions: 1) identifying and analyzing effective policy tools and practice at regional and EU level, 2) social experimentation - analyzing impact of various tools on beneficiary group. In four years period, advocacy and lobby campaign will also goes in direction that influence WB Governments to invest in EU programmes that support social innovations in employment policies. In the first year of the Work programme implementation, actions under sub pillar 1) will start with realization.

Pillar 3 - Civil society strengthened wide range dialog with relevant stakeholders on national and regional level, and advocate for proffered Policy options and tools on youth employment and social policies.

Effective political participation of CSOs in policy assistance and decision making process is based on trust building, political will and effective communication on policy issue. Trust building is influenced by level of legitimacy and credibility of CSOs raised from previous actions in specific field. Effective communication on policy issue depends on investments in policy intelligence and usage of data knowledge management. Parallel with those 2 processes there appeared a need for wide range debate with different stakeholders in order to ensure sustainability of proposed policy recommendations. Through applying this approach, the project partner wants to stimulate debate and initiate a dialogue with public institutions and decision-makers on improving the existing legislation in field of youth marginalized group’s employment policies. This result is in line with 4 years Work programme and corresponds to strategic pillar 3 – advocacy, lobby and wide range policy dialog in field of employment of youth at risk of marginalization. This strategic pillar has to provide partners with quality data knowledge management in order to ensure political will and supportive environment for policy changes that will lead to reduction of unemployment rate of youth at risk of marginalization. In 4 years period this pillar, will ensure realization of following sub pillar actions: 1) identification and analyze of policy stakeholders, 2) Advocacy on establishment of Policy Agenda, 3) creation of communication strategy on policy issue, 4) advocacy on policy recommendations and proffered policy options 5) ownership-building actions with policy stakeholders, related to policy issue - consultation and information actions 6) education and capacity building of stakeholders on Policy’s theory of change, emphasizes impact of each policy alternatives. In the first year of the programme implementation, actions under lines 1), 2) and 5) will start with realization.
